Sailing Instructions 

1. Rules

1.1 The regatta will be governed by the 2013-2016 Racing Rules of Sailing, the rules for each class; the Caribbean Sailing Association (CSA) rating rule and by these Sailing Instructions.

1.2 In the event of a collision, both boats’ deposits may be used, starting with the boat considered to be at fault. The Organizing Authority’s decision regarding the use of deposits is final. The security deposit from the boat adjudged to be wrong will be used for repairs initially and then the second boat’s security deposit will be used if required. The remainder of the security deposit, if any, will be returned upon completion of the repair.

2. Advertising

2.1 Advertising will be in accordance with World Sailing Regulation 20.

3. Entries and Registration

3.1 Boats will be using an assigned CSA rating for the duration of the regatta. Any questions concerning the ratings shall be submitted to the race committee immediately after the skippers meeting.

3.2 The organizing authority reserves the right to amalgamate, sub-divide or rearrange classes. The organizing authority’s decision as to the class in which a boat shall race is final and will not be grounds for redress

3.3 Only equipment provided as standard by the bareboat company and allowed on the boat's CSA rating certificate will be permitted. Water and fuel shall not be less than as stated on the CSA measurement certificate. All equipment shall remain in its proper place aboard. Spinnakers, spinnaker poles, whisker poles and the use of second headsails are not permitted. Boats will remove the anchor(s) from the anchor platform. The primary anchor and chain will be stored in the bow anchor locker. The secondary anchor may be stored in a cockpit locker. No anchors will be removed from boats. No equipment, gear, hardware, fixtures or fittings will be removed from the boat. Boats may be inspected at random for compliance.

3.4 Racers may remove the bimini canvas from the bimini frame. The bimini canvas must remain on board the boat. The bimini frame may not be removed. The sail cover and battens may be removed from the boom but must remain on board the boat.

3.5 Booming out of headsails: boats may not boom out headsails with boat hook, oars, etc. Holding out by hand is allowed. When holding out the headsail by hand RRS 49.2 is still in effect.

3.6 The total number of crew of each boat shall consist of a number specified in the charter contract with The Moorings, unless a different number is declared before the start of the first race, and maintained for the duration of the regatta. In addition, each boat is permitted to invite up to two (2) guest crew members on board on race days.

3.7. Boats registered in the female helm category must have a female at the helm during the entire race except that once on a leg of a course the female helm may take a short break.

4. Notices to Competitors

4.1 Notices to competitors will be posted on the notice board or announced verbally on VHF Channel 06 on the morning of the day in which they take effect.

4.2 The notice board will be located at the official venue place of the night activity or on the Race Committee boat.

5. Changes to the Sailing Instructions

5.1 Any change to the Sailing Instructions will be posted by 08.30 on the day it will take effect or be announced verbally on VHF Channel 06 on the morning of the day in which it takes effect except that any change to the schedule will be posted by 21.00 on the day before it will take effect.

6. Signals Ashore

There will be no signals ashore.

7. Signals Afloat

7.1 Committee boats will maintain a listening watch on VHF CH 06 throughout racing and may, in accordance with RRS 90.2(c), broadcast the following:

Time checks before the first start each day.

Notification of Amendments to the Sailing Instructions 

The Abandonment, shortening or Postponement of any race.

Inform individual recalls.

7.2 Failure of a boat to hear or interpret any announcement broadcast afloat shall not be grounds for redress.

8. Schedule of Races

8.1 The Regatta will consist of up to ten races for all classes.

The warning signal for the start of the first race each day will not be before 10:25 AM. 

Subsequent races each day will start immediately following the finish of the preceding race.

9. Class Flags and Identification

9.1 Class flags will be as follows:

Class A – Purple Flag - 42.3

Class B – White Flag - 45.3

Class C – Dark Blue Flag – 51.4

9.2 Identification ‘tie-on’ guardrail or stick-on bow numbers will be provided by The Moorings and shall be clearly displayed on both sides of the forward lifelines in such a manner that the number is easily read by the Race Committee. Boats whose numbers cannot be read by the Committee may be scored DNF.

Tie-on bow numbers must be returned to The Moorings after the regatta.

10. The Courses 

10.1 No later than the first warning signal (this changes rule 27.1), the Race Committee signal boat will display the course to be sailed, approximate magnetic bearing to the laid windward mark if a laid windward mark is being used, the order in which marks are to be passed, and the side on which each mark is to be rounded on a white course board by listing the marks in order. A mark listed in red shall be rounded to port; a mark listed in green shall be rounded to starboard.

10.2 The race committee will endeavor to broadcast the course to be sailed, and the approximate range and bearing to a laid windward mark if used, on VHF CH 06.

10.3 No boat, after starting, shall sail through the finishing line except when finishing.

11. Marks

11.1 Laid marks of the courses will be orange or yellow inflatable buoys. 

12. The Start 

12.1 Races will be started in accordance with Rule 26.

12.2 The starting line will be between an orange flag on the committee boat and an orange mark.

12.3 Boats whose warning signal has not been made shall keep clear of the starting area.  A boat not keeping clear may be protested by the Race Committee.

12.4 The order of starts will be Class A, B, C.

13. General Recall

13.1 In the event of a general recall, starts for succeeding classes will be postponed accordingly.

14. The Finish

14.1 The finishing line will be between a blue flag on a race committee boat and a nearby orange mark.

14.2 A description of the finishing area for each race will be announced with the course before the warning signal.

15. Shortening the Course

15.1 Add to RRS 32.2 paragraph (d).

15.2 RRS 32.2(d) at a known point of land and a staff displaying flag S.

16. Retirements

16.1 Any boat retiring shall advise the Race Committee at the earliest opportunity, failure to do so may, following a hearing, result in disqualification from the regatta.

17. Penalty System

17.1 Rule 44.1 is changed so that the two (2) -turn penalties is replaced by one (1) turn penalty. 

17.2 RRS rule 64.1 is changed so that the Jury may decide what penalty to apply for non Part 2 rule infringements.

17.3 A boat that does not take a penalty in accordance with SI 17.1 may accept a 30% penalty before the protest hearing provided there was no damage caused and the boat did not gain a significant advantage.  No yellow flag need have been flown nor did the RC need to have been notified.  This modifies 44.3

17.4 When a percentage penalty is imposed, it shall be calculated as the percentage of the number of entrants in the class and fleet, rounded up to the nearest tenth of a point.

18. Time Limit

18.1 Boats in each class will have 45 minutes to finish after the first boat to finish in her class for the distance races, 20 minutes to finish for the Windward/Leeward races. 

18.2 Boats failing to finish within the time limit will be scored DNF (see 20.3). This changes RRS rule 35.

19. Protests

19.1 The Committee Boat shall be notified of pending protests at the time of finishing the race.  A protest in writing must to be given to the Committee Boat within 30 minutes of its docking or anchoring.

19.2 Protestor must notify protestee of his intent to protest at the earliest possible opportunity.

19.3 Protests will be heard in approximately the order of receipt, starting as soon as possible.

19.4 When the Race Committee is satisfied that there is an error in a boat’s assigned handicap at any time during the regatta, the boat will be assigned the correct handicap and the score for all races in the regatta will be adjusted. This adds to RRS rule 78.3.

19.5 Other than as allowed in 19.4 above, no measurement or rating protest / redress may be lodged after the first day of racing.

20. Scoring

20.1 The Low Point scoring system, RRS rule A4.1, will be used.

20.2 For all classes two races shall be completed to constitute a series. 

20.3 A boat that did not start, did not finish or retired after finishing shall be scored points for the finishing place one more than the number of boats that finished the race. A boat that was disqualified shall be scored points for the finishing place one more than the number of boats entered in the series. This rule replaces RRS A4.2.

20.4 In calculating the Overall Class Position, all races sailed will be counted. No scoring will be excluded.  For the Champion Boat Award and Team Award, all races sailed will be counted. Champion Boat Award will be based on lowest total Fleet Points scored. Where there is a tie on points between two or more boats, the tie will be broken in favor of the boat with the most first place finishes. And if the tie remains, the most second place finishes, etc. A continued tie shall be broken on the basis of lowest total accumulated corrected time. This changes RRS rule A2.

21. Use of Engines

21.1 Any boat that uses her engine during racing, after her preparatory signal, shall submit a written report of the incident, including the time, distance covered and reasons, to the Committee Boat within protest time. The Jury may, following a hearing, take any action it deems appropriate. 

22. Radio Communications

22.1 The Committee Boat will monitor and make announcements on VHF CH 06.  The support boat(s) will monitor VHF CH 06.

22.2 The dinghy towing boat will monitor VHF CH 68.

23. Conduct and Liability

23.1 As a condition of entry into this Regatta, the entrant accepts that it is his/her sole and inescapable responsibility for the management and safety of his/her yacht, and that neither The Moorings, the Race Committee, the event sponsors, the event hosts, nor their employees accept any responsibility for loss of life or injury to participants or others, or damage to any yacht howsoever caused, during or after the Regatta.

23.2 The Captain of each yacht shall be responsible for all actions of his/her crew during the Regatta. In the event of a serious breach of good conduct, sportsmanship, destruction of property, or damage to a Moorings yacht, the Captain and his/her yacht shall be subject to disqualification.

23.3 Trash or garbage shall not deliberately be thrown overboard.
